No fast-track for long military authorizations
This bill would block expedited congressional rules for any joint resolution or bill under section 5(b) that authorizes U.S. armed forces for more than five years or for an unspecified period. It would add a new subsection to the War Powers Resolution saying priority procedures in subsections (a)–(d) of Section 6 do not apply to those long or open-ended authorizations. The rule would apply only to such resolutions or bills introduced after this bill is enacted. The bill would not provide new funding or create new enforcement beyond this procedural change; effects on military deployments or budgets would depend on later congressional votes.
