Faster congressional action on troop removal

This bill would amend the War Powers Resolution to treat joint resolutions the same as concurrent resolutions for priority floor procedures. If enacted, it would add "or joint resolution" wherever the law now says "concurrent resolution." If a joint resolution passed by both Houses were vetoed, each House would get 20 hours to debate the veto message. The bill would also make the section's expedited procedures apply to joint resolutions that would require removal of U.S. forces abroad, notwithstanding 50 U.S.C. 1546a. These changes would take effect upon enactment.
