  • Covered federal agencies must submit an internal-control plan to the Director of the Office of Management and Budget within 1 year and revise it at least every 3 years.
  • The Director of the Office of Management and Budget must issue guidance within 180 days and update that guidance at least every 3 years, using Government Accountability Office frameworks on improper payments and fraud.
  • The Director must assemble agency plans and send them with a summary and any legislative recommendations to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform within 15 months, and then provide updates at least annually.

Stronger fraud controls for emergency spending

Plans would name a senior official, assess fraud and improper-payment risks, and set risk tolerance. Plans would require mitigation steps before spending and real-time payment monitoring like anomaly detection, volume plausibility checks, and network analysis. OMB would assemble agency plans and send them to two congressional committees within 15 months and then yearly.

No new funds for implementation

If enacted, the bill would not authorize additional funds to carry out this Act. Agencies would need to use existing funds or wait for Congress to approve new money. This could limit how quickly agencies implement the required guidance and plans.
