  • Importers of finished forestry products manufactured abroad from raw wood that is 100% U.S.-origin would be eligible for a 50% reduction in any duty or covered import restriction under the bill's listed trade authorities. They must demonstrate compliance to the satisfaction of the Commissioner of U.S. Customs and Border Protection and CBP must issue verification and fraud-prevention rules within 90 days in consultation with the U.S. Trade Representative.
  • Before imposing or modifying duties or other covered import restrictions under the specified trade laws, the President would have to publish a Federal Register notice at least 90 days before the effective date. The notice must list the rate or amount, the legal authority, each affected finished forestry product and its Harmonized Tariff Schedule code, the justification, and provide at least 60 days for public comment.
  • The bill defines which products qualify by Harmonized Tariff Schedule codes. Finished forestry products include HTS 4401–4421 and 4701–4705, and raw wood material is limited to HTS 4401–4407.

Lower import costs for U.S. wood

If enacted, importers of finished forestry products would pay 50% less in duties and certain import fees when the finished product is made entirely from U.S. raw wood and the importer proves that to U.S. Customs and Border Protection. U.S. Customs and Border Protection would have 90 days after enactment to issue verification and fraud‑prevention rules. The President would have to publish any new or changed duties or import restrictions on these forestry products in the Federal Register at least 90 days before they take effect. The public would get at least 60 days to submit written comments. The bill defines covered products and raw wood by listing HTS code ranges (for example, raw wood HTS 4401–4407 and finished forestry product codes in the 4400 and 4700 ranges).
