Summary
Blocks duties on Moroccan phosphate fertilizer to lower costs for U.S. farmers. This bill would prohibit duties under section 122 or 301 of the Trade Act of 1974 on phosphate fertilizers classified under Harmonized Tariff Schedule headings 3103 or 3105 when imported from the Kingdom of Morocco, and it would revoke the countervailing duty orders as they apply to those Moroccan imports.

Lower fertilizer import costs for farmers
If enacted, the bill would bar duties under sections 122 or 301 of the Trade Act from applying to phosphate fertilizers (HTS 3103 and 3105) imported from the Kingdom of Morocco. That change would start seven days after enactment. The bill would also revoke countervailing duty orders for Moroccan phosphate imports starting four business days after enactment. U.S. Customs would have to refund cash deposits paid on those Moroccan imports within 90 days after enactment, except for duties already assessed in administrative reviews completed before that date.
