Lower federal excise taxes for kombucha makers
This bill would exempt certain low-alcohol kombucha from federal beer and wine excise taxes. To qualify, the beverage would have to be fermented only by a symbiotic culture of bacteria and yeast and be sold or offered for sale as "kombucha." It would have to contain no more than 1.25% alcohol by volume and be made from specified fermentable sugars or plant materials (for example, tea or coffee). The exemption would take effect for calendar quarters beginning after the date of enactment and would be subject to regulations the Secretary prescribes.
