Federal grants for transportation resilience

If enacted, DOT would create a competitive program to award up to 10 demonstration grants for regional projects that make highways, transit, and ports more resilient. The bill would authorize $2 billion each year for fiscal years 2027–2031 (about $10 billion total), with up to 2% for admin and technical help. Grants could cover up to 80% of project costs, but recipients must provide the non‑Federal share; DOT may approve multiyear grants for projects or suites of projects with estimated costs of at least $500 million (the Secretary may lower that threshold for Tribal applicants, rural regions, or insular areas). DOT would publish a notice of funding opportunity within 180 days and annually, keep a public project dashboard updated at least monthly, form an interagency working group within 1 year, and report to Congress on outcomes every 2 years starting four years after enactment.
