Summary

Pay equity for equivalent jobs. This bill would prohibit paying employees different wages for equivalent work on the basis of sex, race, or national origin and would strengthen enforcement, reporting, and anti-retaliation protections.

  • Workers and families: Targets pay gaps that disproportionately affect women and many racial minorities. It cites that in 2015 women earned about 80 cents for every dollar earned by men in full-time, year-round work and adds stronger remedies and retaliation protections.
  • Employers and small businesses: Requires employers to preserve detailed wage-setting records and report pay data to the Equal Employment Opportunity Commission. Small-employer reporting thresholds are phased in at 25 or more employees for the first two years and 15 or more thereafter.
  • Enforcement and federal employment: Empowers the EEOC to issue guidelines on bona fide factors, collect and publish aggregated pay data, run education and technical-assistance programs, and support biennial evaluations to Congress. The protections and expanded remedies are conformed to apply to Executive Branch and Congressional personnel.

It would take effect one year after enactment.
