Help for U.S. defense exporters

If enacted, the Secretary of State would have 180 days to make a strategy to get foreign partners to join multinational arms purchases. The plan would survey interested countries, find possible lead purchase coordinators and incentives, and review ways for countries ineligible for foreign military financing to join. It would identify challenges under the Arms Export Control Act (like end‑use monitoring and license rules) and propose ways to speed licenses and non‑record sales. The Secretary would send an unclassified report, with an optional classified annex, to Congress within 180 days and then every 180 days for 3 years with updates, challenges, fixes, and any needed legislative changes. The strategy would also look for ways to promote exportable defense goods and services, including for the AUKUS partnership.
