The Secretary would send an unclassified report, with an optional classified annex, to Congress within 180 days and then every 180 days for 3 years with updates, challenges, fixes, and any needed legislative changes. The strategy would also look for ways to promote exportable defense goods and services, including for the AUKUS partnership.
