Survivor Tax Filing Portal

If enacted, the Treasury would create an online Survivor Tax Portal within 12 months to help surviving spouses and duly-appointed executors prepare and file tax returns. The Portal would provide checklists, pre-filled forms, and status updates for estate tax returns, joint returns under section 6013(a)(3), and returns filed by surviving spouses. It would allow secure upload of legal documents, use Social Security death records, and include identity verification and confidentiality safeguards. The Treasury would publish and annually update a one-page user guide on the Portal and IRS website within 12 months, the SSA would attach that guide to any Form SSA-1099 issued afterward, and the Treasury would set performance goals including resolving Portal inquiries within 45 days.

Grants to Improve State Death Reporting

If enacted, the Treasury would establish a grant program within 12 months to help States improve recordkeeping and reporting of death information to the Social Security Administration. Treasury and the SSA Commissioner would prioritize States whose reporting increases the efficiency of the Survivor Tax Portal. The statute would not set any funding amounts, so the program would depend on future appropriations. Treasury, in consultation with the SSA Commissioner, would issue regulations or guidance to implement the grants.
