Retirement pay for NOAA and PHS
This bill would move retired pay for NOAA and Public Health Service commissioned officers into the Department of Defense Military Retirement Fund. It would create dedicated NOAA and Health and Human Services retired-pay accounts in that Fund to track and pay those pensions. The bill would replace "armed forces" references with "uniformed services" and add the Commerce and HHS Secretaries to Fund governance. By January 1, 2027, the Board of Actuaries would have to size the unfunded liability for NOAA and PHS service before that date, pick a pay-off period, adopt an amortization schedule, and have contributions made under existing Fund rules.
