Creates a centralized photographic directory of all federal prisoners. This bill would add Section 4015 to Title 18 directing the Bureau of Prisons director to maintain an uncovered, unobstructed face photograph of every person in Bureau of Prisons custody and designates the short title the Photographing Incarcerated Criminals To Update Records and Evidence Act, the PICTURE Act.
