To amend the Commodity Credit Corporation Charter Act to exclude crops used to produce biofuel with respect to an agricultural commodity.
Sponsored By: Representative Perry, Scott [R-PA-10]
Introduced
Summary
Excludes crops used to produce biofuel and related infrastructure from the Commodity Credit Corporation Charter Act's list of agricultural commodities. It would amend Section 5 by adding the phrase 'or crops used to produce biofuel (including any infrastructure relating to such crops)' after 'tobacco' wherever that term appears, so those crops and facilities would be treated like tobacco and removed from coverage under the Act, and the change is textual with no new programs or funding.

Biofuel crop exclusion for farms
If enacted, this bill would add "crops used to produce biofuel (including any infrastructure relating to such crops)" to the list of things excluded from the Commodity Credit Corporation (CCC) Charter Act's definition of "agricultural commodity." The insertion would be made after the word "tobacco" in Section 5 (15 U.S.C. 714c) wherever that word appears. As a result, farms that grow biofuel feedstocks and owners or operators of related storage or processing facilities would no longer be covered by the CCC Act's agricultural-commodity rules and supports. The change is textual and would take effect upon enactment; it does not create new funding or new programs.
