Summary
This bill would require federal health programs to track and report yearly how much federal money goes to primary care. It would also create a Working Group to study how to prioritize, expand access to, and improve primary care and to send recommendations to Congress.

- Federal agencies that run federal health programs would have to submit a report to Congress within 1 year and then at least annually. Each report must cover the 1-year period ending 90 days before submission and show total dollars and the share of program funds spent on primary care.
- The Secretary of Health would establish a Working Group on Primary Care within 1 year to define primary care and primary care providers, study ways to prioritize primary care, and make recommendations to improve access and quality.
- The Working Group must include members from relevant federal agencies and nongovernmental entities, solicit input from States and stakeholder groups, and deliver its recommendations to Congress within 1 year of its formation.
