In Committee
Summary
Bans congestion tolls in the District of Columbia. The bill would bar the D.C. Council from passing and the Mayor from enforcing any charge for entering or passing through a congestion tolling zone. It adds that prohibition to the Home Rule Act and uses the DC ROADS Act for the definitions of congestion toll and congestion tolling zone.

No congestion tolls for D.C. drivers
If enacted, this bill would bar the D.C. Council from creating and the Mayor from enforcing any congestion toll. It would define a congestion toll as any charge to enter or pass through a congestion tolling zone, and it would define a congestion tolling zone to include roads, bridges, tunnels, approaches, or ramps within or entering the District. You would not have to pay a new charge to drive into, through, or inside D.C. The change would take effect upon enactment.
