Grants to save North American butterflies
If enacted, this bill would create the North America Butterfly Conservation Fund and a competitive grant program. Each fund would be authorized $5 million per year for 2027–2032. States, Tribes, research groups, and nonprofits could apply; Federal agencies could be partners but not lead recipients. Grants would prioritize Endangered Species Act listed butterflies, prefer matching funds (with waiver authority), limit admin spending, require public reports, and require an annual Secretary report to Congress by January 31.
Pacific Islands plant conservation grants
If enacted, this bill would create the Pacific Islands Plant Conservation Fund and a competitive multiyear grant program for Hawaii, Guam, American Samoa, and the Northern Mariana Islands. Each fund would be authorized $5 million per year for 2027–2032. Eligible applicants include States, territories, Tribes, nonprofits, and research institutions; Federal agencies may be partners but not lead grantees. Grants would prioritize ESA-listed plants, prefer matching funds (with waiver authority), require cultural‑resource compliance, limit admin spending to the greater of 3% or $80,000, and require public reporting and an annual January 31 report to Congress.
Southwest desert fish grant program
If enacted, this bill would create the Southwest Desert Fish Conservation Fund and a competitive grant program for desert fish in the Southwest states. Each fund would be authorized $5 million per year for 2027–2032. Eligible applicants include States, Tribes, nonprofits, and research institutions; Federal agencies may be partners but not lead grantees. The Secretary would prioritize ESA‑listed fish, prefer matching funds (with waiver authority), require consultation with affected States and Tribes, limit admin spending to the greater of 3% or $80,000, require public reporting, and send an annual January 31 report to Congress. The Treasury would transfer Fund amounts at least monthly and invest unused amounts only in U.S. interest‑bearing obligations.
