New AI content provenance standards
This bill would direct the National Institute of Standards and Technology to create task forces. The task forces would set technical rules for AI-generated audio, images, video, and text. NIST would have to form the task forces within 90 days of enactment. Each task force would give recommendations to the NIST Director within 270 days and report to Congress within one year. They would then report once a year for five years. The work would aim for cryptographically verifiable provenance and hard-to-remove watermarks. It would also aim for interoperable labeling across platforms. The task forces would provide privacy-preserving guidance so users are notified when content contains provenance metadata and can limit sharing. Membership would include AI developers, platforms and browser makers, media and creator groups, privacy and human-rights experts, technical forensics and cryptography experts, and labor organizations.
