Standards to identify AI-created content
This bill would require the NIST Director to set up task forces within 90 days after enactment. The task forces would develop technical standards and guidelines to identify audio, video, and text content created or substantially modified by generative AI. Each task force would deliver recommendations to the NIST Director within 270 days of starting and report to Congress within one year and then each year for five years. Work would cover provenance metadata, watermarking, and digital fingerprinting and would seek cryptographic verifiability and robust watermarks when technically feasible. Task force members would include federal agencies, AI developers, platforms, privacy and human-rights experts, media, labor, and technical cryptography and forensics specialists. The task forces would also give guidance on privacy-preserving storage and on showing user-facing provenance indicators and options to limit sharing of sensitive metadata.
