Summary
Conveys specific federal land parcels to the City of Tulare to support youth recreation and commemorate women's history. This bill would extinguish the United States' reversionary interest in the parcels identified on the April 30, 2015 map and direct the Secretary of the Interior to execute a recordable instrument documenting that relinquishment. The City would pay any required documentation costs and the relinquishment would take effect when Union Pacific Railroad conveys the parcels to the City. The map would be kept on file at the Bureau of Land Management and existing public and adjacent access rights would be preserved. The parcels would remain subject to the same surface entry conditions as parcels affected by Public Law 105-195.

Federal land transfer to Tulare
If enacted, the United States would transfer certain federal land parcels retained under the Act of July 27, 1866 (14 Stat. 292) to the City of Tulare. The parcels are those shown on the map titled Tulare Railroad Parcels Proposed to be Acquired, dated April 30, 2015, which the Bureau of Land Management would keep on file. The Secretary of the Interior would sign and record an instrument relinquishing the United States’ reversionary interest and referencing this Act and any prior instruments. The relinquishment would take effect when Union Pacific Railroad conveys the parcels to the City. The City of Tulare would pay any costs for the required documentation. Existing public and adjacent-owner access rights would be preserved, and the parcels would follow the same surface-entry conditions as parcels affected by Public Law 105-195.
