Bill Overview
Analyzed Economic Effects
5 provisions identified: 5 benefits, 0 costs, 0 mixed.
Scholarships and fellowships for AI
If enacted, the NSF Director would fund scholarships and fellowships for students and professionals studying or teaching AI. Student awards could pay tuition, fees, a stipend, and professional development funds for up to five years and would be paid to your school. Other fellowships could pay similar costs for up to one year and would be paid to the administering institution. To be eligible, you would need to be a U.S. citizen, U.S. national, or lawful permanent resident and accept the award terms. NSF would report on program effectiveness to Congress and the public within seven years after enactment.
Grants to study K-12 AI teaching
If enacted, the NSF Director would make competitive grants to colleges, nonprofits, and consortia to research AI teaching models, tools, and materials for pre-K through grade 12. Grants would emphasize preparing incoming K-12 teachers to integrate AI, developing scalable professional development, and evaluating student outcomes. Applicants would be encouraged to describe regional partnerships and ethical considerations and to consult educators and industry. Grants would go to institutions and not as direct payments to families or teachers.
Peer cohorts for K-12 teachers
If enacted, the NSF Director would be authorized to run a pilot of regional peer cohorts for K-12 teachers, principals, and school leaders. The pilot would provide mentoring, hands-on research experiences, and networks to help teachers teach with and about AI and to study AI's effects on student learning. The pilot could be carried out through new or existing NSF programs and would begin effective upon enactment. The pilot is limited in scope and does not promise direct payments to individual teachers.
AI centers at community colleges
If enacted, the NSF Director, working with the Commerce regional hubs program, would be able to designate up to eight regional Community College and CTE Centers of AI Excellence. Designated centers would build AI curricula, scale successful programs, connect students to apprenticeships and industry, and gather data for evaluation. Designations would be subject to available appropriations and applicants must submit evaluation plans. NSF would report results and recommendations to Congress and the public within 180 days after the centers' evaluation is complete.
Nationwide outreach on AI learning
If enacted, the NSF Director would run a nationwide outreach campaign to tell industry, K-12 schools, career and technical schools, and colleges about NSF-funded AI education opportunities. The campaign would raise awareness of scholarships, grants, centers, and training programs. It would begin effective upon enactment and would share information but would not provide direct money to individuals.
