Audit of FBI hate crime data

This bill would require the Comptroller General to audit the FBI's hate crime data within one year after enactment. The audit would check FBI collection and verification methods and compare FBI data with other sources, like civil-rights groups and the National Crime Victimization Survey. The auditor would report to Congress within 180 days after finishing the audit and include recommendations to improve NIBRS data and the FBI's response. The bill would define a "zero-reporting agency" as one that reports zero hate crimes in a calendar year to NIBRS.

New federal hate crimes commission

This bill would create a 10-member federal commission to study hate crimes and how to prevent them. Congressional leaders and the Attorney General would appoint members within 60 days after enactment. The commission would be limited to no more than five members from law enforcement and no more than five from civil-rights groups, and elected officials could not serve. The commission would meet starting within 90 days after appointments and then every other month. It would be able to request documents from federal agencies and would send a final report to the President and Congress within one year after all members are appointed. The commission would end 90 days after it sends that report.
