If enacted, the bill would create a new Section 8 rental-assistance program just for low-income veteran families. Eligibility would phase in by year: FY2027 at 50% of the area's extremely low-income limit, FY2028 at 75%, FY2029 at extremely low-income, FY2030 at very low-income, and FY2031 onward at low-income. Families first helped could stay on assistance until their income exceeds 100% of area median income, and VA disability benefits would not count as income. The Treasury would fund the program from FY2027 onward with "such sums as may be necessary" each year. Public housing agencies must let veteran families apply, act promptly, verify veteran status online, and share local VA services; the Secretary may designate PHAs where needed and must preserve VA-supported housing vouchers. Owners of five or more units could not refuse to rent to someone because they hold these vouchers. PHAs running the program could receive service fees up to $4,000 per eligible applicant household, indexed for inflation.
