Foreign Adversary Communications Transparency Act

Public list of foreign-linked communications companies

If enacted, the Federal Communications Commission would post a public list within 120 days. It would name entities that hold FCC spectrum licenses under section 309(j) or cable landing licenses when a covered foreign government or company has a reportable ownership stake, or when a national security agency says a covered entity controls it. The FCC would issue rules within 18 months to find other FCC authorizations with covered-entity interests, and add those entities within 1 year after the rules. The list would be updated at least once a year. Covered entities would include the government of a covered country, companies formed there, and their subsidiaries, even if formed elsewhere. Covered countries are those named in 10 U.S.C. 4872(f)(2). The FCC could collect the needed ownership information without normal Paperwork Reduction Act steps.
