New service for U.S. exporters

If enacted, the bill would create a Commercial Diplomatic Service (CDS) inside the State Department to help U.S. companies export, win foreign contracts, and attract investment. It would set a congressional target of 750 CDS officers by 2028 and require the Secretary to set a transfer application process for current Foreign Service members within 180 days. The bill would create a President-appointed, Senate-confirmed Director General who could directly hire CDS staff for up to 10 years and would require a Deputy to lead commercial advocacy and investment promotion. It would also require standardized CDS training within 180 days and let the State Department hire contractors to perform CDS work; those contractors would not be federal employees for some personnel laws.
