Bars most federal jobs to noncitizens
If enacted, this bill would bar appointment to federal "employee" jobs unless the person is a U.S. citizen or U.S. national. It would cover Postal Service and Postal Regulatory Commission employees and require applicants to sign an affidavit attesting citizenship. Agencies would have to verify the affidavit before hiring. The Office of Personnel Management would issue guidance within 180 days and agencies would publish details of any exception hires and a report on noncitizen employees within 180 days. Limited exceptions would allow temporary noncitizen hires for translators, emergency field staff, international broadcasters at the U.S. Agency for Global Media, and nonresident wildland firefighters for up to 120 days under a bilateral agreement. Knowingly signing a false pre-appointment affidavit would carry a penalty of up to a $50,000 fine, up to 5 years in prison, or both.
