- Families: Parents would get a machine-readable content signal for programming that depicts, discusses, or promotes gender identity so devices like the V-chip and other parental-control tools can block or filter it where technically feasible.
- Distributors and producers: Would need to transmit the descriptor with any video programming that contains that content and is marketed to children, including programs rated TV-Y, TV-Y7, or TV-G.
- FCC and rules: Within 90 days of enactment the FCC would check whether the voluntary TV Parental Guidelines already include and transmit the descriptor and if they have not would write regulations. The section also expressly says it may not be construed to ban or censor any video programming.

This bill would create a new TV content label for programs that depict, discuss, or promote gender identity or transition. Within 90 days after enactment, the FCC would determine whether the TV Parental Guidelines added that descriptor and, if not, would issue rules to require distributors to send the descriptor with programming marketed to children (for example TV-Y, TV-Y7, TV-G). The descriptor would need to be transmitted so it can, to the maximum extent technically feasible, work with the V-chip and other parental-control tools. The bill would not ban or censor any program.
