Manufacturing exchange program for workers
If enacted, this bill would create the American Manufacturing Revitalization Exchange Program. The Assistant Secretary for Educational and Cultural Affairs would run the program and work with Labor, Commerce, Manufacturing USA, allied governments, labor groups, and industry. The program would place up to 10 U.S. manufacturing participants per year in approved allied-country trainings and apprenticeships. The program would start on enactment and would end two years after enactment.
No subsidies for some company affiliates
If enacted, the bill would bar Program subsidies for people who are affiliated with, or hold a minority interest in, a U.S. company that has subsidiaries in the allied country where the placement would occur. If that describes you, you would not be eligible for the Program stipend or training support. The prohibition would apply while the Program operates and would end when the Program sunsets two years after enactment.
Which countries and sectors qualify
If enacted, the bill would define key terms that set the Program's scope. "Allied nation" would include countries listed at 10 U.S.C. 2350a(a)(2) with qualifying manufacturing sectors and any other countries the Assistant Secretary finds qualified, but it would exclude nations listed as "covered nations" under 10 U.S.C. 2533c(d)(2). The bill would also define "manufacturing sector" as NAICS 31-33 and identify Manufacturing USA by statute. These rules would shape where participants can go and which partners can join.
