To amend title XVIII of the Social Security Act to adjust the eligibility for the rural emergency hospital designation under the Medicare program.

Introduced
Summary
Broadens eligibility for the rural emergency hospital designation by replacing a single "as of" date with a timing window that begins January 1, 2015 and runs to the statute's specified end date. It also ensures a facility's national provider identification number (NPI) change caused by a change in ownership does not affect whether the subsection applies.

- Rural hospitals and facility administrators: They can qualify if they met the statutory criteria at any point during the January 1, 2015 start window rather than only on one snapshot date. This can help facilities that missed a single-date test.
- Owners and buyers of rural facilities: Ownership transfers that lead to a new NPI will not disrupt the facility's eligibility under the subsection. This protects designation status through changes in ownership.

Easier Medicare rural hospital access
If enacted, this bill would change who can get the Medicare rural emergency hospital designation. It would let a facility satisfy the timing test if it met the rule at any time during a specified period. That period would begin on January 1, 2015 and end on the date already specified in law. It would also say the rule applies even if the facility's national provider identifier (NPI) changes because ownership changed. If enacted, these changes would take effect upon enactment. That could let more rural hospitals gain the designation and improve local emergency care for Medicare patients.
