Block large settlements for officials

If enacted, the bill would bar federal obligations of $50,000 or more under any settlement with a "covered person." Agencies could not obligate those amounts unless the Attorney General submits a report to Congress at least 90 days before the payment. The report would list every claim and payment, name each payee and amount, give the legal justification, and include a DOJ Inspector General certification that the settlement is lawful and follows DOJ ethical best practices. The bill would also stop any obligation under the Trump v. Internal Revenue Service, No. 1:26-cv-20609 (S.D. Fla.) settlement. The bill would define "covered person" to include the President, Vice President, cabinet officials, their parents, spouses, children and children's spouses, political appointees, and people convicted of crimes tied to the January 6, 2021 events at the U.S. Capitol.
