Powering the Future of American Space Dominance Act

Sponsored By: Representative Kennedy, Mike [R-UT-3]

Introduced

Summary

Space nuclear power and propulsion systems would be treated as essential tools to enable sustained lunar operations and deeper human and robotic exploration. This bill would force NASA to map near-term use cases, set demonstration timelines, and create paths for commercial partnerships.

Show full summary
  • NASA would have to deliver updated plans and a lessons-learned assessment within 180 days and set timelines for radioisotope demonstrations and fission readiness, including demonstrations by end of 2028 and 2030 and routine use by 2032.
  • Commercial space companies would gain a route to sell lunar power through open, competitive agreements with NASA that must use at least two different energy technologies and cap pre-delivery payments at 10 percent.
  • The bill would require a focused indemnification and liability study for space nuclear systems, identifying legal gaps and proposing legislative or regulatory fixes.

NASA lunar power plans and studies

If enacted, NASA would publish a public 10-year forecast of lunar heat and electricity needs within 120 days. The forecast would cover near-term, long-duration, and lunar-night needs for NASA missions and supporting commercial activity. NASA could hire a private expert to study using power purchase agreements and would send that study to Congress within two years. Within 180 days, NASA would submit updated space nuclear program plans and a DRACO lessons-learned report. The updates would list milestones and dates, including an RHU demonstration by December 31, 2028; an RPS demonstration by December 31, 2030; routine RHU/RPS use by December 31, 2032; and a readiness assessment for fission surface power by December 31, 2030. The plans would also describe follow-on activities for the Harmonia project and describe interagency and private-sector engagement.
