More funding to get free period supplies
If enacted, the Social Services Block Grant would be set at $1.9 billion per year for 2025–2028. About $200 million each year (minus federal set‑asides) would be used by States to increase access to menstrual products. The bill would also add $200 million per year for 2026–2029 for this effort. HHS could reserve up to 2% each year and up to $2 million in 2026 for evaluation, with up to $6 million total for administration. Funds would be protected from across‑the‑board cuts and must be spent in the year given or the next.
Free period products through local groups
If enacted, States would fund eligible local groups, tribes, and agencies to give out free pads, tampons, cups, discs, and period underwear. Money could cover outreach and link to other aid programs like TANF, Medicaid/CHIP, and WIC, plus training and technical help. Admin costs would be capped at 9% so more money goes to products. HHS would not be able to limit where products are handed out. Funds must add to, not replace, other public or private funding.
Period aid protected from SNAP and WIC
If enacted, help your family gets from this program would not count when checking eligibility or benefit amounts for other federal needs‑based programs. This would protect SNAP, WIC, and similar assistance if you also receive free menstrual products.
Program guidance, reporting, and 2032 review
If enacted, HHS would issue guidance within 180 days on who can get funds, how to use them, and reporting. States would follow the same annual reporting rules used for similar Social Security Act payments. HHS would complete an evaluation by December 30, 2031, send a report to Congress by March 31, 2032, and post results by April 30, 2032.
