More school supports for absent students
If enacted, schools and districts would be able to use federal ESEA funds to prevent and respond to chronic absenteeism for any student who misses or is at risk of missing 10% or more of school days. They would be able to build attendance data systems with early-warning indicators and publish de-identified, school-year attendance data disaggregated by race/ethnicity, homelessness, foster care, and whether a parent is in the Armed Forces. Schools could partner with health, transportation, social services, and community groups to offer counseling in families' primary languages when practicable, parent resource space, home visits, mentoring, restorative justice, social-emotional learning, and evidence-based high-impact tutoring. The bill would also support professional development for state and regional support teams and allow data-sharing agreements with partners.
No punishments for students' absences
If enacted, local school districts or consortia seeking the specified Section 4106 grant would have to promise not to use suspensions, fines, or academic penalties for students who have absences. That requirement would apply as a condition for districts applying for that grant funding. This would protect students and families from discipline, fines, or grade penalties tied to missing school.
