FAST Repairs for Wheelchairs Act

Sponsored By: Representative Pressley, Ayanna [D-MA-7]

Introduced

Summary

Eliminates prior authorization for repairs to certain complex rehabilitation wheelchairs under Medicare Advantage. It would bar Medicare Advantage plans from requiring prior authorization, prescription, or medical documentation for ongoing repairs to complex rehabilitative technology while preserving checks for initial medical-necessity evaluations and for some full replacements.

  • Medicare Advantage enrollees who use complex rehabilitation technology, including certain power and complex manual wheelchairs and related accessories, would get faster repairs and less paperwork.
  • Repair shops and medical equipment suppliers would face fewer administrative delays when fixing covered wheelchairs and could deliver service to patients more quickly.
  • Medicare Advantage plans would no longer be able to require prior authorization for routine repairs, but could still require authorization for the initial medical-necessity evaluation and for replacement after loss, irreparable damage, or when the item reaches its reasonable useful lifetime or after five years.

Easier wheelchair repairs for Medicare Advantage

If enacted, you in a Medicare Advantage plan who use complex rehabilitation technology (CRT) would not have to get prior authorization, a prescription, or extra medical paperwork for CRT repairs. This would start for plan years beginning on January 1 after the bill is enacted. Plans could still require prior authorization for the first medical-necessity evaluation. Plans could also require prior authorization for replacement when a CRT is lost, irreparably damaged, reaches its useful lifetime, or has been used for five years. CRT would include certain complex power and manual wheelchairs and related accessories.
