Reproductive Health Care Training Act of 2026

Grants to expand abortion training

If enacted, the bill would create a grant program run by the Health Resources and Services Administration at HHS to expand abortion care education and clinical training. It would authorize $25,000,000 to be appropriated for each fiscal year 2027 through 2031 to award grants or contracts to eligible schools, academic health centers, and safety‑net providers. Grants would pay for clinical training, telehealth supports, interprofessional programs, community partnerships, recruitment and instructor support, transition-to-practice activities, and scholarships or stipends. The program would prioritize sites in places where comprehensive abortion training is allowed, support trainees from states with limited training, and focus on minority-serving and medically underserved communities. Recipients would file annual non‑identifying financial and program reports to HHS, and federal funds must supplement, not supplant, existing Title VII and Title VIII funding.
