New testing for imported organic feed
If enacted, the Agriculture Secretary (through the AMS Administrator) would create risk-based testing rules for imported organic feed shipped in bulk. The Secretary would consult Homeland Security and an interagency working group. Each year the Secretary would keep a confidential list of bulk imported organic feed with a National Organic Program import certificate and would test every item on that list. Beginning at enactment, any tested shipment with prohibited residues above levels allowed by the National Organic Program or an equivalent State program would not be sold, labeled, or represented as organic. The Secretary would compile testing methods, frequency, results, and actions and report them annually to Congress.
