Show full summary
- Veterans who are enrolled in both the VA patient system and Medicare, Medicaid, or a Medicare Advantage plan would be identified through shared enrollment, billing, and diagnostic data, which would help avoid duplicate or incorrect charges.
- The VA would transmit information on enrolled veterans receiving VA care, including billing codes and diagnostic codes. CMS would use that data to identify overlapping enrollments and send lists and other appropriate information back to VA.
- The MOU would run for a two-year period. The VA Secretary would report to the House and Senate Veterans' Affairs Committees one year after the MOU starts and then biennially on activities and the MOU's effectiveness in avoiding duplicate or improper billings.

Reduce duplicate VA and Medicare bills
If enacted, this bill would require the VA Secretary to seek a data-sharing memorandum of understanding (MOU) with HHS/CMS within one year of enactment. The MOU would last two years from the date VA signs it. Under the MOU, VA would send information about veterans enrolled in the VA patient enrollment system under 38 U.S.C. 1705(a) who are receiving hospital care or medical services, including billing and diagnostic codes. CMS would use that data to identify veterans also enrolled in Medicare, Medicaid, or a Medicare Advantage plan and would send lists and other information back to VA. The VA Secretary would report to the House and Senate Veterans' Affairs Committees within one year of signing and then every two years about activities and whether the MOU is reducing duplicative, improper, or erroneous billings or payments.
