Summary
This bill would require reciprocal data sharing between the Department of Veterans Affairs and the Department of Health and Human Services to better coordinate care and avoid duplicative payments for veterans enrolled in both VA and Medicare. It would set up a formal memorandum of understanding to exchange enrollment, billing, and diagnostic data to spot veterans who are in both systems and to inform care decisions.

Data sharing for veterans in Medicare
This bill would require the VA to try to make a data-sharing agreement with HHS within one year. The agreement would let VA send patient, billing, and diagnostic information about veterans getting VA hospital or medical care to HHS. HHS would use that data to find veterans also enrolled in Medicare or a Medicare Advantage plan and give VA a list. VA would use the list to avoid duplicate care and duplicate payments under community care contracts and to tell veterans about helpful Medicare services. CMS would have to use VA data when making Medicare Advantage payment estimates, which could change plan payments or premiums. Within one year after the agreement, and every two years while it is in effect, VA would report to the House and Senate Veterans' Affairs Committees on activities and whether the agreement reduced duplicate or improper billing.
