Summary
Restores black lung benefits and locks them to inflation so miners' payments stop losing buying power. This bill would set the monthly benefit at $1,252.50 for 2026, establish a $15,030 annual base for 2027, and thereafter increase the annual rate using the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) so monthly payments reflect inflation.

Higher inflation-protected benefits for miners
If enacted, miners who receive Black Lung benefits would get higher, inflation-protected monthly payments. For months in 2026 after enactment, the monthly payment would be $15,030 ÷ 12 (about $1,252.50). For calendar year 2027 the annual benefit would be $15,030 (monthly = $1,252.50). For calendar years after 2027, each year's annual rate would equal the prior year's annual rate multiplied by the greater of 1 or the ratio of the CPI-W for the immediately preceding calendar year to the CPI-W for the second preceding calendar year, and the monthly payment would be that annual rate divided by 12. CPI-W is the Consumer Price Index for Urban Wage Earners and Clerical Workers published by the Bureau of Labor Statistics.
