This bill would require the Department of Health and Human Services to study whether an accurate, reliable standardized test for detecting tuberculosis in human cadaver tissue can be developed to improve donor screening and transplant safety.

  • Transplant patients and their families could see improved donor screening and transplant safety if a reliable test is identified.
  • Organ procurement organizations, tissue banks, hospitals, and medical examiners would be involved in pilot studies and would face changes to specimen collection, timing, quality assurance, and biosafety practices.
  • HHS would consult the National Institutes of Health, Centers for Disease Control and Prevention, Food and Drug Administration, and Health Resources and Services Administration to assess research gaps and regulatory barriers. The department would complete the feasibility study within 2 years and report findings and recommendations to Congress within 3 years. The study may use HHS appropriations for fiscal years 2027 through 2031, subject to availability.

Study on TB testing of donated tissue

This bill would direct the Secretary of Health and Human Services to study whether a reliable, standardized test or testing strategy can detect tuberculosis in tissue from a human cadaver. The Secretary would finish the study not later than 2 years after enactment and send a report with findings and recommendations to Congress not later than 3 years after enactment. The study would require consultation with NIH, CDC, FDA, HRSA, and organ and tissue donation stakeholders and could look at testing methods, specimen collection, timing, quality assurance, biosafety, and pilot-study feasibility across diverse sites and populations. The Secretary would be allowed to use amounts appropriated for HHS to carry out the study for each fiscal year 2027 through 2031, subject to the availability of appropriations.
