Less Bureaucracy, Better Foreign Medical Accreditation Act

Shift foreign medical accreditation to HHS

This bill would move authority over the National Committee on Foreign Medical Education and Accreditation from the Education Department to Health and Human Services. It would transfer staff, contracts, records, liabilities, and unspent funds to HHS. Unspent funds would have to be used only for their original purposes and follow 31 U.S.C. 1531. HHS could use Education Department staff, assets, and funds for a reasonable period to make the change orderly. The bill would take effect six months after enactment, but transfers for most sections (not section 9) could start on the date of enactment. OMB would have to ensure no net increase in federal full-time employees compared to the enactment date and could decide which functions move. Existing approvals, pending applications, and ongoing proceedings about these functions would continue, and references to the Education Secretary would be treated as referring to HHS.
