OMB oversight and hiring limits
If enacted, the Director of the Office of Management and Budget would determine which functions move and make incidental transfers of personnel, assets, and related items as needed. OMB would have to ensure the transfers did not increase net federal full-time equivalent employees compared to the date of enactment. On the Act's effective date, OMB would certify compliance with the Act to two congressional committees.
Move student childcare program to HHS
If enacted, this bill would move the federal student-parent child care program from the Department of Education to the Department of Health and Human Services. HHS would have the same legal authorities ED used to run the program. The transfer would move staff, contracts, property, records, and unspent funds to HHS. Any unspent money would still have to be used for the purpose it was originally authorized. The change would take effect six months after enactment, though transfers could begin on the date of enactment. Existing grants, pending applications, and legal cases would continue and could proceed with HHS as the responsible agency.
