New rules for reactor safety panel
If enacted, the bill would create an Advisory Committee on Reactor Safeguards with up to 15 members appointed by the Nuclear Regulatory Commission. Members appointed after enactment would normally serve up to two 4-year terms, and the Commission would be able to allow more than two terms if it determines there is a compelling need. The Commission would designate a chair, and members would receive a per diem and reimbursement for necessary travel and expenses for days spent on Committee work. The Committee would advise the Commission, review license applications, and submit reports only when the Commission specifically requests those reviews; those reports would become part of the application record and be public unless classified. The Committee would focus on safety-significant, novel reactor design issues, and the Commission must keep policies to ensure efficient coordination and timely action; certain safeguard requirements in licensing rules would apply only "if applicable."
