Summary
Authorizes a VA community-based outpatient clinic in Saipan, CNMI, to expand local veteran medical access. The bill would let the Secretary of Veterans Affairs build, lease, renovate, or retrofit a minor medical facility and use alternative design and construction standards suited to the islands. The Secretary must consider higher costs, ocean shipping of materials, limited contractor availability and housing, distance to existing facilities, and travel burdens for veterans when planning the project. *Would authorize up to $3.7 million in FY2027 to the VA Construction, minor Projects account for this project.*

Local VA clinic for Saipan veterans
If enacted, the bill would let the Department of Veterans Affairs carry out a minor medical facility project in Saipan in fiscal year 2027. The VA would be able to build, lease, build-to-lease, renovate, alter, repair, or retrofit a community-based outpatient clinic. The bill would authorize $3,696,000 for FY2027 to be deposited in the VA Construction, minor Projects account for this project. The VA would be allowed to apply alternative building, design, space, resiliency, or construction standards tailored to CNMI conditions if the Secretary determines they will make the facility safe and suitable. The Secretary would have to consider higher costs and CNMI logistics when planning, including lack of a permanent VA presence, distance to other medical facilities, ocean shipment of materials, limited contractor availability and housing, and reducing travel burdens for veterans in the Commonwealth.
