One-time aid for tariff-hit farmers

If enacted, the Secretary of Agriculture would make one-time cash payments to eligible producers for revenue losses in crop years 2025 and 2026. The program would use $15 billion from the Commodity Credit Corporation, with $7.5 billion set aside for 2025 and $7.5 billion for 2026. Payments would be based on a Secretary-determined formula comparing total revenue in the preceding year to the crop year, where total revenue equals average adjusted gross income minus cost of production. Producers would need to derive income from corn, cotton, peanuts, poultry, or soybeans, have average AGI of $500,000 or less in both years, and submit revenue records. A producer who receives a 2025 payment would not be eligible for a 2026 payment. Payments would be made by Nov. 1, 2026 for 2025 losses and by Nov. 1, 2027 for 2026 losses.
