Summary
Creates a time-limited rule letting the Secretary reappoint certain former Foreign Service career members without the usual exams. The bill would let the Secretary reappoint people who were involuntarily separated or placed into expedited retirement as part of a reduction in force between January 20, 2025 and January 31, 2030. To qualify they must have been serving in good standing when they left, defined as having no low performance rankings in the five years before separation and documentation of that record. The authority cannot be used for anyone who left outside that period or for reasons other than a reduction in force or expedited retirement.
