More IRS funding for enforcement and tech

If enacted, the bill would give the IRS extra money for enforcement, taxpayer services, operations support, and business systems modernization in FY2026–FY2031. Enforcement funding would rise from $3.6 billion in FY2026 to $12.2 billion in FY2031. Taxpayer services would get about $1.4 billion in FY2026 and $1.6–$1.7 billion in later years. Operations support and technology would get hundreds of millions to several billion per year, and business systems modernization would get $1.0 billion in FY2026 and smaller sums thereafter. The bill would also let these additional amounts remain available until spent rather than expiring at year end.

IRS reports to Congress on high-earner audits

If enacted, the IRS Commissioner would have to give Congress a report within one year and every two years after that. The report would show a plan to shift audits and enforcement toward high-income people and large corporations, to recruit auditors with needed skills, and to increase voluntary compliance. The report would also analyze how much unpaid tax comes from taxpayers at different income levels. The Treasury Inspector General for Tax Administration would file a review of that plan and IRS progress within one year after the first IRS report and every two years thereafter.
