Dakota Mainstem water study
If enacted, the Secretary of the Interior, in consultation with the Dakota Mainstem Regional Water System, Inc., would be authorized to undertake a feasibility study to assess a water supply project for the Dakota Mainstem service area in South Dakota, Iowa, Nebraska, and Minnesota. The bill would authorize $10,000,000 for the study and would limit the federal share of study costs to no more than 50 percent. The study would have to follow the reclamation feasibility standards. The authority to start this study would expire 10 years after enactment.
Definitions and study standards
If enacted, the bill would define key terms used for the studies. It would say that "Secretary" means the Secretary of the Interior. It would also define "reclamation feasibility standards" as the rules in part 404 of title 43 of the Code of Federal Regulations. These definitions would guide how feasibility studies and cost‑sharing agreements are carried out under the Act.
Lewis and Clark water study
If enacted, the Secretary of the Interior would coordinate with the Lewis and Clark Regional Water System, Inc. to run a feasibility study on expanding that system in Iowa, Minnesota, and South Dakota. The bill would authorize $10,000,000 for the study and cap the federal share of study costs at 50 percent. The final report would recommend whether to authorize construction and would set a non‑Federal construction share of at least 25 percent based on ability to pay. The Secretary would submit the report to the relevant congressional committees and make study documents public. The authority to start this study would expire 10 years after enactment.
Western South Dakota water study
If enacted, the Secretary of the Interior would carry out a feasibility study with the Western Dakota Regional Water System, Inc. to plan a project to deliver municipal, rural, and industrial water from the Missouri River to that system. The bill would authorize $10,000,000 for the study. The federal share of study costs would be no more than 50 percent. The study report would recommend whether to authorize construction and would set a non‑Federal construction share of at least 25 percent based on ability to pay. The authority to start this study would expire 10 years after enactment.
