Show full summary
  • Families and beneficiaries: Designated beneficiaries who contribute to their ABLE account could get a matching credit on up to $2,000 of contributions. The match starts at 100 percent and phases out as income rises, using thresholds that include a $56,000 joint filer amount.
  • States and programs: The Treasury could award grants to States to promote ABLE accounts and matching payments, with $5 million appropriated for each fiscal year 2027 through 2031 for that purpose.
  • Reporting and territories: Qualified ABLE programs must report demographics like race, gender, and disability type to the Treasury. The bill also requires payments or adjustments for U.S. possessions to reflect the tax changes.

*This bill would increase federal outlays by at least $25 million for grants through 2031 and would create additional federal matching payments to ABLE accounts, producing further unspecified costs.*

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Federal ABLE account matching credit

If enacted, the bill would create a federal matching payment into ABLE accounts for designated beneficiaries. You would get a match equal to the applicable percentage of up to $2,000 in your own ABLE contributions each year. The match would start at 100% and phase down by income using thresholds: $56,000 for joint filers, $42,000 for heads of household, and $28,000 for others. The credit would be nonrefundable, paid into the ABLE account after you file a return, limited so it cannot push the account past the annual 529A contribution cap, and would apply to tax years starting after December 31, 2026.

Grants to states to promote ABLE

If enacted, the bill would let the Treasury award grants to States to promote ABLE accounts and the new matching payments. The bill would authorize $5,000,000 per year for each fiscal year from 2027 through 2031 to run the grant program. Congress must still appropriate the money before grants are paid.
