- Families and beneficiaries: Fewer billing denials when a person gets primary care and mental health or substance use treatment the same day at the same clinic. This aims to make same-day, coordinated visits easier to use.
- Providers and clinics: Physician offices, Federally Qualified Health Centers, rural health clinics, and other outpatient facilities could bill for both services when furnished the same day by staff or contractors. Telehealth counts for either or both services.
- State Medicaid programs: Changes payment eligibility rules under existing Medicaid authority to support integrated care. The bill does not create separate funding streams or set new payment amounts.

Medicaid same-day care payment protection
If enacted, this bill would stop a State Medicaid plan from denying payment just because services were provided the same day. It would protect payment for a primary care visit and a mental health or substance use disorder visit on the same day. Visits may be in person or by telehealth and must come from clinicians in the same office, FQHC, rural clinic, or outpatient facility. The protection would apply only when payment would otherwise be available under the plan. This change would take effect upon enactment.
