Summary
Independent evaluations of VA clinical AI to test safety, equity, performance, and governance. This bill would require the Secretary of Veterans Affairs to seek an agreement with a federally funded research and development center to conduct independent evaluations of AI systems used, in pilot, or in development for clinical use across the Veterans Health Administration.

Independent AI reviews for VA care
If enacted, the Secretary of Veterans Affairs would, within 90 days, ask a federally funded research center to do an independent review of VA clinical AI. The review would prioritize at least five widely deployed or high-risk systems and get access to contracts, model cards, validation studies, performance logs, and incident reports. The center would report to the Secretary and the House and Senate Veterans' Affairs Committees within one year. Within 120 days of that report, the Secretary would send a corrective action plan listing actions, who is responsible, milestones, and any remaining risks. Within 180 days after the plan, the Government Accountability Office would review the evaluation and plan and brief the Committees. The review and follow-up would use existing VA funds and would not authorize new appropriations.
