Speed up GPS modernization plan

The plan would include steps to reduce GPS interference, jamming, and spoofing, consider integrating terrestrial and commercial PNT, and speed deployment of military GPS user equipment (Increments 1 and 2).
Preserve LORAN spectrum rules
If enacted, the bill would say that its spectrum coordination rules do not apply to any spectrum referenced in 49 U.S.C. 312(d) tied to LORAN infrastructure needed for systems under section 312. This would preserve existing LORAN spectrum rules and prevent the section's coordination rules from affecting that spectrum. The provision would take effect upon enactment.
Annual GPS modernization reports
If enacted, the Secretary of Defense, working with the Secretary of Transportation for commercial uses, would send a report within 180 days and then yearly for up to three years to key congressional committees. The report would detail progress on GPS and PNT modernization, interagency coordination and challenges, and strategies to counter interference, jamming, and spoofing. It would list funding allocations, expenditures, and any additional resource needs for Defense and Transportation and give recommendations for legislative or administrative actions. The report would be unclassified but may include a classified annex.
